Caroline County Requests Transfer of Roads to State
The Caroline County Commissioners, at their meeting Tuesday
February 16th, signed a letter to the Maryland Department
of Transportation requesting that the State Highway
Administration take over the management and maintenance of
Caroline County's roads. The Commissioners are reacting to
the State's reduction, by 95 percent, of the County's
statutory and formula-driven distributions of Highway User
Revenues. "Without our reasonable share of Highway User
Revenues, the County would prefer to have the State be
responsible for the roads, as it is responsible for the
revenue loss to the County," said Commission President
John W. Cole.
In the past, funding for county and municipal roads came
through a mix of Highway User Revenues and local tax
dollars. That system has worked well, until this fiscal
year, when the Governor, made a significant reduction in
Highway User Revenues to all localities in Maryland, in
order to balance the State's budget. "The County has, at
all times, generally been willing to suffer, and has
suffered, reductions in revenues due to economic
circumstances. However, the 'grab' by the State of
distributions rightfully payable to the County in order
to balance the State's own budget, has merely resulted in
a pass down of yet another unfunded mandate," said
Commissioner Cole.
The State managed the County roads until 1956 when the
roadways were transferred to the County. The letter
included an offer to meet with the State Highway
Administration to discuss the requested transfer.
