Volunteer Member Needed for Caroline County Planning Commission

The Caroline County Commissioners are accepting expressions of interest in membership on the Caroline County Planning Commission. This citizen-driven board consists of seven members and there is currently one opening on the Commission. Expressions of interest will be held and considered for future openings.

The Commission's duties are to review, evaluate, and approve or disapprove plans for subdivisions, mobile home developments, and Transfer of Development Rights in accordance with Caroline County's laws and regulations. The Commission reviews and makes recommendations to the County Commissioners regarding proposed changes to the Caroline County Comprehensive Plan, Zoning Ordinance, and Subdivision Regulations. The Commission hears appeals concerning the approval or disapproval of site plans.

The term of office is five years. Meetings are held at the Caroline County Health and Public Services Building at 403 South Seventh Street, Denton on the second Wednesday of each month, beginning at 7:30 p.m. Applicants must be residents of Caroline County.

Candidates must submit a brief letter of interest describing why they would like to serve on the Commission. Candidates must also complete a County Biographical Information Form (PDF Document 111 KB) which can be obtained from Leslie Grunden, Planner, at 410-479-8100. Interviews may be conducted as part of the selection process. The deadline to receive applications is August 20, 2010.

County Commissioners Announce Summer Meeting Schedule

The County Commissioners of Caroline County have announced changes to their regular meeting schedule. During the summer months, the Commissioners will only meet every other week.

There will be no Commissioners meetings on June 15, June 29, July 13, July 27, August 10, and August 24.

The Commissioners will meet on June 22, July 6, July 20, August 3, August 17, and August 31 at 9:30 AM. Roads Board meetings will not be held during the summer months.

The Commissioners will resume their regular meeting schedule in September.

County Commissioners meetings are held at the Caroline County Courthouse, 109 Market Street, Room 106, Denton, Maryland. Please contact the County Commissioners Office at 410.479.0660 if you have any questions regarding the schedule.


Emergency Legislative Bill #2010-2, Capital Reserve Adjustments

For the purpose of amending §166-9, Chapter 166 of the Code of Public Local Laws of Caroline County, Maryland; providing that, notwithstanding the levels set forth in §166-9.D, the County Commissioners of Caroline County, Maryland, upon a declaration of fiscal emergency or exigent financial circumstances, may reduce the Capital Improvement Fund below $750,000 and may use or transfer monies in the Capital Improvement Fund for capital projects and/or transfer to the General Fund for operating costs and expenses or other General Fund Expenditures; providing that the County Commissioners of Caroline County, Maryland shall allow the Capital Improvement Fund to be replenished from the transfer tax as otherwise provided for in §166-9; providing that the Capital Improvement Fund may be utilized as provided for in this legislative bill more than once, including during the same fiscal period and including during any replenishment period; providing that this title be deemed a fair summary of this public local law for all purposes; and relating generally to transfer tax revenue in Caroline County, Maryland.

A public hearing will be held on the above emergency bill on Tuesday, April 20, 2010, beginning at 9:30 AM in the County Commissioners Hearing Room #106, Courthouse, 109 Market Street, Denton, Maryland. All interested persons are encouraged to attend. Questions and comments will be solicited at that time. Written comments submitted in advance of the hearing should be mailed or delivered to the County Commissioners Office, Courthouse, 109 Market Street, Room 123, Denton, Maryland 21629. Persons with a disability needing reasonable accommodation to attend should notify the County Commissioners Office by April 19th.


Caroline County Requests Transfer of Roads to State

The Caroline County Commissioners, at their meeting Tuesday February 16th, signed a letter to the Maryland Department of Transportation requesting that the State Highway Administration take over the management and maintenance of Caroline County's roads. The Commissioners are reacting to the State's reduction, by 95 percent, of the County's statutory and formula-driven distributions of Highway User Revenues. "Without our reasonable share of Highway User Revenues, the County would prefer to have the State be responsible for the roads, as it is responsible for the revenue loss to the County," said Commission President John W. Cole.

In the past, funding for county and municipal roads came through a mix of Highway User Revenues and local tax dollars. That system has worked well, until this fiscal year, when the Governor, made a significant reduction in Highway User Revenues to all localities in Maryland, in order to balance the State's budget. "The County has, at all times, generally been willing to suffer, and has suffered, reductions in revenues due to economic circumstances. However, the 'grab' by the State of distributions rightfully payable to the County in order to balance the State's own budget, has merely resulted in a pass down of yet another unfunded mandate," said Commissioner Cole.

The State managed the County roads until 1956 when the roadways were transferred to the County. The letter included an offer to meet with the State Highway Administration to discuss the requested transfer.

Commissioners approve Revised FY 2010 Budget

At their September 29th meeting, the Caroline County Commissioners approved the revised FY 2010 Budget, including a number of reductions made necessary by the cuts in funding by the State of Maryland.

State Budget Cuts to Caroline County

Since FY2008, Caroline County has reduced its budget by $4.2 million. This is a 9.63% reduction.

The County must now cut an additional $1.8 million from the FY2010 budget. That will result in a 12% total reduction over the last three fiscal years.

Over the same time period, the State government budget, under the leadership of Governor O'Malley has grown approximately 5.36%.

Bond Funds Reallocation Bill Enacted

The County Commissioners of Caroline County, Maryland, following advertised public hearing, and under the authority of Code Home Rule, on July 14, 2009, enacted the legislative bill 2009-5, Authorization of Additional Projects to be Funded from Proceeds of Public Improvement Bonds of 2006. It becomes effective August 29, 2009.
