The regularly scheduled meeting of the County Commissioners of Caroline County, Maryland, convened at 9:30 AM in the Hearing Room, Courthouse, Denton.

On motion by Mr. Cole, the minutes of September 22, 1998, were approved. Vouchers #42600 – #42707 were approved for payment.
On individual motions by Mr. LeGates, the following purchase orders were approved and unanimously signed:
#10834 - $3,467.48 – O. C. Tanner Company – 1998 employee service awards;
#12861 - $2,000 – Denton Postmaster – postage for Courthouse meter;
#13310 - $1,275 – JoAnne Shipley – artwork for recreation and parks department brochures/projects;
#13414 - $2,203.29 – Maryland Environmental Service - Hobbs landfill closure-related services;
#13415 – $1,210 - Pamela Gardner, AIA -– architectural design services for health and public services building for August/September 1998.
On motion by Mr. LeGates, the Commissioners unanimously authorized advertised solicitation of bids for two 15-yard self-contained trash compactors for the jail and health and public services building.
Following a presentation by Tammy Holden, ag planner, and on motion by Mr. LeGates, the Commissioners unanimously approved and President Myers signed a letter to the Maryland Agricultural Land Preservation Foundation committing $19,110.27 from the FY 1998 local share of the agriculture transfer tax and from the County development excise tax benefitting agriculture as local matching funds for the FY 1998-99 state Easement Acquisition Program. The letter also requests that the $77,777.77 allocated to Caroline County under the federal Farmland Protection Program be used as additional matching funds for FY 1999 easement acquisition. The local and federal funds will be added to $300,000 - $400,000 in state preservation funds to purchase easements in Caroline. About 6 farm easements are purchased in Caroline annually by the state. Round II residual funding is also a possibility.
Mr. Cawley announced that Helen Spinelli, Greensboro, has accepted the EDC/tourism directorship position, and will start sometime in October. Public works will relocate the furniture and equipment for this position that is in the Franklin Square building to the health and public services building.
At 9:55 AM, and as authorized by 1995 Maryland Code, State Government 10-508(a)(7) and (a)(1), respectively, the Commissioners unanimously adjourned into closed session to meet with Charles Andrew, jail superintendent, and Janice Davison, deputy County attorney, regarding a proposed jail food contract amendment; and with Mr. Cawley regarding appointment of a pension committee.
The meeting reconvened in open session at 10:45 AM. President Myers reported that the Commissioners in closed session discussed with and requested clarification of the deputy County attorney and jail superintendent certain provisions of the proposed ARAMARK jail food contract; and authorized Mr. Cawley to contact certain prospective members of the pension committee regarding appointment.
There being no further business, the Commissioners adjourned their meeting to attend a Maryland Greenways Commission meeting at Adkins Arboretum.
