The regularly scheduled meeting of the County Commissioners of Caroline County, Maryland, convened at 9:30 AM in the Hearing Room, Courthouse, Denton.

On motion by Mr. Cole, the minutes of November 10, 1998 were approved. Vouchers #43439 – #43532 were approved for payment.
The Commissioners signed State Assessment Change Reports #1219-#1221, #1223 and #1224.
On motion by Mr. LeGates, the Commissioners conducted an advertised bid opening for project #CC-MP-111798, metal pipe. The following bids received were publicly opened, read aloud and recorded:

The bids were referred to staff for evaluation.
On individual motions by Mr. LeGates, the following purchase orders were unanimously approved and signed:
#13777 - $2,476.52 – State Highway Administration – laboratory services for inspections and testing for Craft Road bridge;
#13790 - $2,000.00 – Postmaster of Denton – replenish Courthouse postage meter;
#13967 - $3,132.00 – O. E. Breeding & Sons – 1,044 cubic yards of select gravel for miscellaneous road repairs;
#14080 - $1,759 – MRPA – purchase of tickets for recreation and parks (100% reimbursable through ticket sales).
Following presentation by Marvin MacDonald, the Commissioners, on motion by Mr. LeGates, unanimously approved Change Order #2 for project #CC-TI-52698, underground storage tank replacement project for public works, in the amount of $9,883 and signed purchase order #13981.
On motion by Mr. LeGates, the Commissioners unanimously accepted the low bid of Tri-Gas & Oil, Inc., Federalsburg, in the amount of $8,526.16, and signed purchase order #13980, for lubricants, project #CC-OG-111098. All other bids received were rejected.
On motion by Mr. LeGates, the Commissioners unanimously accepted the option year #2 proposal of Coldmaster Refrigeration Services, in the amount of $5,175 for the HVAC service contract at the Caroline County Detention Center, project #CCHA-11497, and signed purchase order #13978.
On motion by Mr. LeGates, the Commissioners unanimously accepted the option year #1 proposal of Lehigh Valley Safety Supply Company, Inc., in the amount of $7,800 for employee safety shoes, project #CC-SS-111897, and signed purchase order #13979.
The Commissioners, on motion by Mr. LeGates, unanimously approved and President Myers signed the 1997 Annual Certificate of Compliance for the Dayspring Townhouses Project, as presented by Stephanie Lacaze, Executive Director, Interfaith Housing Development Corporation.
On motion by Mr. LeGates, the Commissioners unanimously approved and signed the Community Civic League Subrecipient CDBG Agreement, as presented by Stephanie Lacaze, IHDC, which has certain responsibilities under the Agreement for which it will receive $10,000. The Town of Federalsburg will co-sign the Agreement as Subrecipient.
At 10:00 AM, and on motion by Mr. Cole, the Commissioners unanimously convened in legislative session for the introduction of Legislative Bill #98-2, Animal Welfare and Control. (See Legislative Session Minutes.)
On motion by Mr. Cole, the Commissioners unanimously reconvened in regular session at 10:30 AM.
The Commissioners convened a Caroline County Board of Education FY 2000 Capital Project workshop with Dr. Larry Lorton, director of support services for the Board of Education. Mr. Cawley presented an analysis of revenue and debt projections. Following extensive discussion, the Commissioners agreed to defer decision on the capital projects until their next regular meeting of November 24th.
Bryan Ebling, director of emergency management, met with the Commissioners regarding the heating and air conditioning system for the emergency management office renovation project on First Street, Denton. Mr. Ebling advised that proposals were received some time ago which were costly, therefore the specifications were altered. Of the two subsequent proposals received, the Commissioners, on motion by Mr. LeGates, unanimously accepted the low bid of Sard & Son, Inc., Trappe, in the amount of $7,900 and signed purchase order #12546.
Mr. Cawley announced that the Maryland Association of Counties 49th Annual Winter Conference is scheduled for January 6-8, 1999 in Annapolis. Mr. Cawley would like the Commissioners to attend the New Elected Official Orientation Program offered on Wednesday, January 6th. A response back to staff is needed by the Commissioners.
At 11:50 AM, and as authorized by 1995 Maryland Code, State Government 10-508(a)(7), as amended, the Commissioners, on motion by Mr. Cole, and seconded by Mr. LeGates, unanimously adjourned into closed session to meet with Janice Davison, deputy County attorney; Chuck Emerson, director of public works; and Harry Cole, assistant roads superintendent, regarding Willow Pond Road.
The meeting reconvened in open session at 12:30 PM. President Myers reported that the Commissioners in closed session discussed the drainage issue on Willow Pond Road and requested the deputy County attorney and the public works department to proceed with the proper State authorities in investigating a potential wetlands violation.
There being no further business, the meeting was adjourned by unanimous consent.
