The regularly scheduled meeting of the County Commissioners of Caroline County, Maryland, convened at 9:30 AM in the Hearing Room, Courthouse, Denton.

Attending:

John S. LeGates, Member

On motion by Mr. Prettyman, the minutes of December 22, 1998 were approved. Vouchers #44225 - #44271 were signed by President Cole and the biweekly direct payroll was approved for release for the week of December 29, 1998 as previously authorized. Vouchers #44272 – #44273 and #44274-#44372 were approved for payment.

The Commissioners signed State Assessment Change Reports #1237-#1239.

On motion by Mr. Prettyman, the Commissioners conducted an advertised bid opening for project #CC-CR-1599, truck body for Advanced Life Support. The following bids received were publicly opened, read aloud and recorded:

The bids were referred to staff for evaluation.

On individual motions by Mr. Prettyman, the following purchase orders were unanimously approved and signed:

#12358 - $11,590 – Cisco – training, installation, project management, and extended maintenance protection plan for a computerized booking system for the Caroline County Detention Center;

#13877 - $4,860 – Telesource, Inc. – telecommunications consulting work performed for the Health and Public Services Building;

#14110 - $800 – National Resources Network – maintenance of various parks for the department of recreation and parks;

#14111 - $ 1,039.11 – Chesapeake Publishing – winter program brochures for the department of recreation and parks;

#14331 – $4,620 – Coburn Chemicals – 10 pallets of calcium chloride flakes to replenish materials for ice/snow removal for the department of public works; and

#14366 – $40,906 - Norris Ford – two new replacement vehicles for the sheriff’s department, project #CC-PC-121598, and as per coattail of State of Maryland bid #DGRS9900114, which was previously approved at the Commissioners’ meeting of December 22, 1998.

On motion by Mr. Prettyman, the Commissioners approved following contingency fund expenditure: $1,805.83 – Office of the Public Defender – transcript for Pollard case #4509.

On individual motions by Mr. Prettyman, the Commissioners approved solicitation of bids for the following projects:

    1. Project #CC-PD-2999 – Prescription Drugs for the Caroline County Detention Center.
    2. Project #CC-CI-21699 – Improvements to the Administrative Offices of Caroline County Government to include HVAC and electrical systems.

Betsey Krempasky, Becky Loukides, Sue Simmons, Phyllis Welch, and Chuck Emerson, members of the Health and Public Services steering committee met with the Comissioners regarding release of designated capital funds for the HAPS Building to furnish the conference rooms and various equipment needed. On motion by Mr. Prettyman, the Commissioners authorized the HAPS steering committee to begin purchasing furniture and necessary equipment and to submit the respective purchase orders for approval prior to the items being purchased.

On individual motions by Mr. Prettyman, the Commissioners approved and President Cole signed the following change orders for the Health and Public Services Building, as presented by Chuck Emerson:

    1. Change Order #14 - +$1,097 – reflects a credit for work performed in Change Order #11, which was installed in the wrong room. Furnish and install carpet and vinyl base in Room 50.
    2. Change Order #15 - -$1790 – labor and materials to install computer rack in the computer room ($475); restocking and delivery fees for accent floor tile ($575); ceramic tile in public restroom ($740).

The Commissioners met with Dr. R. Allan Gorsuch, superintendent of schools; G. Albert Turner, board president; Ed Centofante, assistant superintendent of schools; Dr. Jim Orr, director of instructional services; Wayne Wiley, supervisor of instructional technology; Peggy Feehley, president of Caroline County Teachers Association; Helen Schmidt, supervisor of instruction; and Nancy Walker, communications coordinator, regarding results of the Maryland School Performance Program. The 1998 Maryland School Performance Report and various information was distributed for the Commissioners’ review. Dr. Gorsuch is pleased with the results from Caroline County schools and said that Caroline County exceeded the State satisfactory standards in the tested areas of reading, mathematics, writing, and citizenship, which is above the State average. Caroline County has continued to improve on these scores in the last 6-7 years. The Commissioners congratulated Dr. Gorsuch on this progress. On motion by Mr. Prettyman, the Commissioners signed a proclamation declaring the month of January 1999 as Reading Month in Caroline County, as presented by Dr. Orr.

Mr. Cawley advised the Commissioners that a meeting has been set up by Delegate Guns regarding permitting requirements for culverts. The meeting is scheduled for Tuesday, January 12, 1998 at 2 p.m. in Annapolis. Those attending are legislators, representatives from Maryland Department of the Environment, Caroline County Department of Public Works, Mr. Cawley and the Commissioners.

At 11:10 AM, and as authorized by 1995 Maryland Code, State Government 10-508(a)(3); (a)(1), as amended, the Commissioners, on motion by Mr. Prettyman, seconded by President Cole, adjourned into closed session to discuss a proposed south county regional park, committee assignments to organizations requiring a County Commissioner member, and appointments.

The meeting reconvened in open session at 12:05 PM. President Cole reported that the Commissioners, in closed session, discussed possible sites and purchase options for a south county regional park and modifications to and completion of committee assignments to organizations requiring a County Commissioner member and appointments an upcoming Education Study Committee.

The Commissioners discussed modification and completion of the committee assignments to organizations requiring a County Commissioner member that were deferred from their meeting of December 22, 1998. On motion by Mr. Prettyman, the Commissioners appointed Helen Spinelli to serve on the Maryland Rural Development Corporation as the Commissioners’ designee, and changed the Economic Development Commission appointment from Mr. Cole to Mr. Prettyman.

There being no further business, the meeting of the County Commissioners was adjourned by unanimous consent.
