The regularly scheduled meeting of the County Commissioners of Caroline County, Maryland, convened at 7:30 PM in the Hearing Room, Courthouse, Denton.

On motion by Mr. LeGates, the minutes of February 9, 1999 were approved with one correction. Vouchers #44914 – #44996 were approved for payment.
The Commissioners conducted an advertised bid opening for project #CC-CI-21699, renovation of the County Commissioners and accounting offices, Courthouse. The following bids received were publicly opened, read aloud and recorded:

On individual motions by Mr. LeGates, the following purchase orders were approved and signed:
#13853 – $1,766.66 - U. L. Harman, Inc.– wallboard and materials for renovation project for Emergency Management offices, Annex Building, First Street, Denton;
#13899 - $1,474.80 – Nuttle Lumber Home Center – fiberglass insulation for renovation project for Emergency Management offices, Annex Building, First Street, Denton;
#13908 - $1,296 - Nuttle Lumber Home Center – vinyl replacement windows for renovation project for Emergency Management offices, Annex Building, First Street, Denton; and
#14667 - $18,397.20 – Maryland Environmental Service – 387.31 tons of refuse hauled to the Mid-Shore Regional Landfill in January 1999.
On motion by Mr. LeGates, the Commissioners approved and signed a letter of support for House bill 165/Senate bill 208, which provides local government land use control of sludge storage facilities, as recommended by the University of Baltimore School of Law, the Maryland Department of the Environment and numerous counties.
On motion by Mr. LeGates, the Commissioners approved the request of Chesapeake College to transfer $137,8600 from unrestricted year-end surplus to the maintenance and repair fund, as is customary.
On motion by Mr. LeGates, the Commissioners approved and signed a letter of support regarding House bill 144, prisoner rehabilitation and training, requested by the County Commissioners. Charles Andrew, jail superintendent and Mr. Cawley will be testifying on the bill at the hearing scheduled for February 18th.
On motion by Mr. LeGates, the Commissioners approved and President Cole initialed a correction in the asking price in a first option to purchase agreement for recreational land near Federalsburg. The County has made no commitment to purchase, but is in the process of having the land appraised.
On motion by Mr. LeGates, the Commissioners appointed Sanita Newsome to serve at the Commissioners’ pleasure on the Caroline County Burial Sites Advisory Board, as requested by the Board.
Janice Davison, deputy County attorney, said Montgomery County is requesting support for Senate bill 375, Zoning – Civil Violation Enforcement, a loophole closing bill that would allow district court judges to order property owners to abate substandard living conditions, primarily for rental property. On her recommendation and that of the County planner, and on motion by Mr. LeGates, the Commissioners unanimously authorized President Cole’s signature on a letter of support.
The Commissioners and Mr. Cawley requested that the necessary arrangements be made for their attendance of the 1999 summer MACo convention in Ocean City.
There being no further business, the meeting of the County Commissioners was adjourned by unanimous consent.
