Department of Information Technologies (DoIT)
Mission - The Caroline County Department of Information
Technologies is dedicated to providing technical leadership for
all county agencies and departments to meet their respective
missions through the efficient implementation, operation, and
support of computer/communication systems and applications.
Responsibilities - Caroline County Department of
Information Technologies is responsible for the budgeting,
purchase, and support for efficient and proper operation of:
All Caroline County departments end user systems,
Network Devices, Servers, and VoIP System
All Caroline County departments Network and Applications
functionality
Caroline County 911 CAD (Computer Aided Dispatch)
system
Caroline County e-mail system Design, Implementation,
and Functionality
Design, Installation and Maintenance of Caroline County
Networks Including; Local Area, Fiber, Wireless,
Metropolitan, and Wide Area Network Systems
Audit and Tracking of all Caroline County Owned
Technical Resources
Budget Overview - Effective July 1, 2002, the Office of
Technology was setup as a separate division under the direct
supervision of the County Administrator. Previously these job
functions were part of the Administration and Support budget,
which included the Office of Technology and Office of Human
Resources. To delineate the job duties and classify program
costs the Office of Technologies will have a separate budget
such that the Capital Technology budget category may be more
accurately represented per requirements of GASB 34 (see pie
chart below). Effective July, 1, 2010 the Office of
Technology was designated as the Department of Information
Technologies with increased responsibility to include support of
the County VoIP (Voice over Internet Protocol) phone system.
The Caroline County Department of Information Technologies
budget supports hardware and software expenditures for all
County Departments. These expenditures are divided into these
categories: Hardware, Software, Licensing (Required by some
software vendors), Wide Area Network, Maintenance, and Office
Support. Below is a colored table indicating each individual
category budget. (Chart does not include employee expense.)
Definitions of Budget Overview
| Hardware: |
Any NEW Equipment Purchased including; PC's, Local
Areas Network Gear (routers/switches), Peripherals
(printers, scanners, etc.)

| Software: |
Any NEW Application Purchased including; Microsoft
Office Applications, Single User Specialty Applications
(Arcview GIS, PhotoShop, etc.)

| Licensing: |
Renewal of agreements for Application usage with
multiple software vendors.

| Wide Area Network: |
Any Supplies, Equipment, or Service that supports the
use or expansion of the Counties Wide and Metropolitan
Area Networks.

| Maintenance: |
Agreements for Service and/or Support with multiple
hardware or software vendors. The purchase of parts
necessary for repair of units, systems or networks. |
| Office Support: |
Mileage and Conference expenses, Seminar/Certification
fees, Tools and Spares, Office Supplies, Capital
Outlay, and Other Expenses. |

The Caroline County Department of Information Technologies
Director is a technical leadership position responsible for
the operation of the communication, computer, and technology
system of the County to include Local and Wide Area Networks,
workstations, servers, peripherals, VoIP communications and
software.
- Promotes the cooperative partnership between individual
and multiple departments for the effective and efficient
implementation and use of technological resources
- Designs, integrates, and issues purchase orders for
network hardware and software
- Prepares the technology capital improvement budgets for
the various department, the operating budget for the
department, and supervises the execution of those
budgets
- Installs and assembles Wide and Local Area Network
systems, workstations and peripherals to include cable
for additional workstations
- Configures workstations and servers to increase
capability
- Troubleshoots hardware and software problems with
network communications, servers, workstations, printers
and peripherals
- Evaluates new hardware and software for County Government
and individual department applications
- Consults with and evaluates systems of County-related
agencies and makes recommendations to them
- Trains designated staff members in each department to
perform minor maintenance work
- Reports to County Administrator
Computer Network Lead - Chris Rice
The position of Computer Network Lead is an intermediate level
of work integrating and maintaining software or hardware for
local and wide area microcomputer networks, including operating
software and network communications software.
- Maintains the structure of simple local and wide area
microcomputer networks and prepares plans, reports and
diagrams documenting the type and location of software
and hardware
- Installs operating system software and network
communications software for microcomputer networks;
application software and customizes as required
- Configures and monitors the performance of network
software and hardware for optimum efficiency
- Diagnoses routine network software and hardware problems
and makes repairs and adjustments
- Reports to Department Director
Computer Network Specialist II - Don Reed
The position of Computer Network Specialist II is an entry -
intermediate level of work integrating and maintaining software
or hardware for local and wide area microcomputer networks,
including operating software and network communications
software.
- Maintains the structure of simple local and wide area
microcomputer networks
- Installs operating system software and network
communications software for microcomputer networks;
application software and customizes as required
- Configures software and hardware for optimum
efficiency
- Diagnoses routine network software and hardware problems
and makes repairs and adjustments
- Reports to Computer Network Lead
