County Commissioners to hold Joint Meeting with Caroline County Volunteer Fire Companies

On June 30th, the Commissioners of Caroline County will hold a joint meeting with representatives of Caroline County Volunteer Fire Companies.

The meeting will be held 6:00 - 7:15 PM, in the Caroline Public Library Central office in Denton (100 Market Street) Second Floor Conference Room. This meeting is open to the public. Please contact the County Commissioners Office at 410.479.0660 with any questions.


Commissioners Introduce Bond Funds Reallocation Bill

On June 9th 2009, the Commissioners of Caroline County introduced Bill #2009-5, which authorizes additional projects to be funded from proceeds of Public Improvement Bonds of 2006.

County Commissioners Announce Changes to Regular Meeting Schedule

The County Commissioners of Caroline County have announced the following changes to their regular meeting schedule:

During the summer months of July and August, the Commissioners will meet every other week. There will be no Commissioners meetings on July 7, July 21, August 4, or August 18. The Commissioners will meet as follows:
  • July 14 at 9:30 AM
  • July 28 at 7:00 PM for Roads Board, and 7:30 PM for County Commissioners meeting
  • August 11 at 9:30 AM
  • August 25 at 7:00 PM for Roads Board, and 7:30 PM for County Commissioners meeting

Starting September 1, 2009, the County Commissioners will resume weekly meetings. However, in order to better accommodate public participation, two meetings each month will be held in the evening. Meetings held on the second and last Tuesday of every month will begin at 7:30 PM. Closed sessions may be scheduled as necessary before the 7:30 PM open meeting start time. The Commissioners will continue to meet as the Roads Board on the last Tuesday of each month at 7:00 PM. The remainder of the weekly meetings will be held during the day, beginning at 9:30 AM.

County Commissioners introduce Bill to create Department of Purchasing

At the County Commissioners meeting of April 21, 2009, Bill #2009-04 was introduced, which creates a new Department of Purchasing and establishes procedures for purchasing within county government.

At their meeting of April 21, 2009 meeting, the Caroline County Commissioners introduced Ordinance #2009-002, for the purpose of amending Chapter 175 of the Code of Public Local Laws of Caroline County, Maryland to provide for the continuation and establishment of certain residential based trucking and service businesses.

The County Commissioners of Caroline County, at their March 17, 2009 meeting, introduced Ordinance #2009-001, Temporary Moratorium upon Trap, Skeet, Rifle, and/or Shooting Ranges. This Ordinance is for the purpose of providing for the temporary suspension of applications, special use exception applications, site plans, permits for, consideration of, approval of, or construction of, and certificates of occupancy in Caroline County for trap, skeet, rifle, and/or shooting ranges in the R-1 zoning district.

The moratorium will apply only to properties zoned R-1, which is the single-family residential district. This zoning district is intended to provide the principal location for single-family residential development of medium density. R-1 Districts are located in the vicinity of the incorporated towns, in and immediately contiguous to the unincorporated villages and in established residential areas. The moratorium will not interfere with any trap, skeet, rifle, and/or shooting ranges currently operating under the law.

Under current law, trap, skeet, rifle and/or shooting ranges are allowed in the R-1 District by special use exception only. The temporary moratorium would suspend the approval of any such applications while the County determines if such uses are appropriate in the single-family residential district.

The County Commissioners wish to assure residents that they do not intend to infringe on the Second Amendment rights of the citizens of Caroline County. These rights must be balanced with the need to protect the safety and welfare of all residents. This temporary moratorium will provide the County with the chance to study the issue in order to implement policy that best serves citizens of Caroline County. The Commissioners are dedicated to preserving Caroline County's rich rural heritage and continuing to make the county a friendly place for sportsmen and hunters.

Boat Ramp Use Permit Fee

Effective April 1st 2009 a permit will be required for launching any vessel via boat trailer at all county boat ramps. Permits will go on sale March 18 at the locations in the Public Landing Guide. (PDF Document 248 KB)

Commissioners introduce bill on Expansion, Qualifications, and Election of County Commissioners

At their January 20, 2009 meeting, the Caroline County Commissioners introduced Legislative Bill #2009-1, which amends Chapter 18 of the Code of Public Local Laws of Caroline County, providing for the expansion in the number of County Commissioners from three members to five members; establishing the qualifications for office; providing for the County-wide election of all County Commissioners; providing for the selection from time to time of a President and a Vice President of the County Commissioners; establishing the number of days a legislative bill must be enacted before it is void; providing for the elimination of a certain terminated provision; providing for alternate terminology for the term "Clerk to the County Commissioners".

Commissioners introduce bill on Permit Enforcement

At their January 20, 2009 meeting, the Caroline County Commissioners introduced amending Chapter 148 of the Code of Public Local Laws of Caroline County, Maryland; this provides
  • that certain violations of the permit provisions in Chapter 148 shall constitute vehicle parking violations in accordance with State law and provisions of the Code of Public Local Laws of Caroline County;
  • providing for the level of penalty for certain infractions and violations; providing generally that violations of this Chapter shall be punishable as civil infractions pursuant to Chapter 92 of the Code;
  • providing that the Sheriff of Caroline County and any Deputy Sheriff of Caroline County and any law enforcement officer of any municipality in Caroline County adopting, or consenting to be subject to, the provisions of Chapter 148 shall be authorized to enforce the provisions hereof;
  • providing that revenues from the enforcement of certain of the revenues received from the operation of certain provisions in Chapter 148 may be shared by Caroline County with the Office of the Sheriff and any participating municipality;
  • providing that the County and any participating municipality may report the fact of any unpaid violation citations issued pursuant to certain provisions of Chapter may be reported to the State of Maryland Motor Vehicle Administration for inclusion in registration flagging programs operated by the Motor Vehicle Administration;
  • providing that this title be deemed a fair summary of this public local law for all purposes; and relating generally to recreation and parks in Caroline County, Maryland.

FY 2008 Comprehensive Annual Financial Report Released

The Caroline County Office of Finance has published the Comprehensive Annual Financial Report for Fiscal Year 2008 (July 1st 2007 through June 30th 2008) in accordance with state and local laws. This report shows the county's financial position and activity, and is audited by an independent firm of licensed certified public accountants selected by the County Commissioners.

County Commissioners introduce Legislative Bills on Cable TV Franchise Agreement and a Trust Fund for Retired Employees, etc.

At their Tuesday October 14th meeting, the Caroline County Commissioners introduced two legislative bills, #2008-8 which address a franchise agreement for cable TV services within the county with Comcast of Delmarva, Inc., and #2008-9 which creates a Trust Fund and establishes a Board of Trustees to oversee it, for health benefits for retired county employees, their spouses and dependants.

It's Not Too Late to File for Your Stimulus Rebate

Almost 100,000 Marylanders have left money on the table because they have failed to file for their stimulus rebate. Most of these individuals are elderly or disabled veterans who do not normally file a tax return. This year, they need to file to get their rebate check.

The Internal Revenue Service (IRS) has accounted for 74% of Social Security and Veterans Affairs (VA) beneficiaries out of 20 million initially identified as being potential recipients for the stimulus checks. Approximately five million individuals nationally and 100,000 in Maryland who are eligible have failed to file a return.

It's important that these individuals realize the importance of filing and understand that the stimulus payment will have no impact on other federal benefits they may receive. The stimulus payment is not taxable.

To help get the word out, the IRS is partnering with the American Association of Retired People (AARP), the National Council of Aging, the United Way, the National Disabilities Institute and other agencies to ensure that those who need to file do so by October 15. That is the deadline for filing to receive a stimulus rebate by Dec. 31, 2008. No rebate checks will be mailed after that date.

For people who have no tax liability or tax filing requirement, there is a minimum payment of $300 ($600 for married couples). To be eligible for the minimum payment, individuals must have at least $3,000 in qualifying income, which includes any combination of earned income, nontaxable combat pay and certain benefit payments from Social Security, VA and Railroad Retirement.

Public Works Declines Bids for Renovations to Delmarva Community Services Building

Ellective September 4th, Caroline County Public Works has declined all bids (PDF Document 45 KB) for renovation of the Delmarva Community Services Building. The facility is located across Route 313 from the Goosecreek Exxon.


Director of Planning and Codes Appointed

During their weekly meeting on August 26, 2008, the Commissioners announced the appointment of Katheleen Freeman as the Director of the Planning and Codes Administration. The appointment is the result of a process that included numerous highly qualified applicants from a wide geographic area.

The Commissioners recognized that Katheleen brings an excellent combination of skills as a professional planner, knowledge of county issues that are so important to our future, positive relationships with many of our government and private sector partners, and remarkable energy that she will bring to the job every day. She will assume the responsibilities effective immediately, including the supervision of the staff.


Commissioners introduce bill to create North County Water & Sewer Authority

At their August 12, 2008 meeting, the Caroline County Commissioners introduced Legislative Bill #2008-7, which creates a new chapter (#173) for Water & Sewer Districts within the county, in the county's Code of Public Laws. The bill also provides for a North County Water & Sewer District to serve the towns of Templeville, Marydel, Henderson and Goldsboro, and provides the Articles of Incorporation for such an Authority.

County Commissioners Create Department of Emergency Services

On July 29, 2008, the County Commissioners of Caroline County announced the creation of the Department of Emergency Services by adopting Resolution #2008-023. The new Department will consolidate all emergency services delivered by the County into one department by combining the former Departments of Emergency Management and Emergency Medical Services.

"By combining these related departments, administrative efficiency will be improved. That ultimately translates to better quality services delivered more efficiently to the residents of Caroline County," said Jack Cole, President of the County Commissioners.

Bryan C. Ebling was appointed by the Commissioners to serve as the Director of the new Department. Mr. Ebling was the Director of the former Department of Emergency Management, and has been a County employee for 29 years. He is also a member of the Ridgely Volunteer Fire Department, and is a licensed paramedic.

"Bryan's vast experience with emergency management, volunteer fire companies, and emergency medical service make him a natural fit for this position. He has also has served the County for a long time and is an accomplished manager of both people and projects," said County Commission Vice President Roger Layton.

The Department of Emergency Services will have three divisions: the Division of Emergency Planning and Risk Management, the Division of Emergency Communications, and the Division of Emergency Medical Services (EMS). Each Division will be overseen by an Assistant Director, each of which will be classified employees reporting to the Director. Cindy Towers has been named the Assistant Director for the Division of Emergency Planning and Risk Management and Kevin Gillespie has been named the Assistant Director for the Division of Emergency Medical Services. The position of Assistant Director for the Communications Division has not yet been filled. The equivalent position in place before the restructuring has been vacant since the passing of Curtis Harvey.

The Department of Emergency Services will be responsible for coordinating all emergency services for the County, including the County's disaster preparedness program, emergency communications system, and risk management program. Also among the Department's duties will be the provision of emergency medical services and the operation of emergency related services, including the coordination of volunteer fire suppression, rescue and EMS services.

"Obviously this is a change, but we are confident it is a positive one," said County Commissioner Jeff Ghrist. "Good government requires reevaluating the way services are provided and seizing opportunities to streamline administratively. Ultimately, it's about providing the best services possible to the people of Caroline County, in the most efficient manner."


County Commissioners Seek Members for Expanded County Ethics Commission

The County Commissioners of Caroline County have enacted a more comprehensive Code of Ethics (PDF Document 1.1 MB) applicable to all Caroline County government officials and employees, and to County-appointed boards, committees, and commissions. Therefore, the Caroline County Ethics Commission, which serves without pay, must be reconstituted, and the Commissioners are now accepting expressions of interest in membership on the Ethics Commission. The Ethics Commission is responsible for administering the provisions of the County ethics law, including rendering advisory opinions regarding the application of the law to specific situations, investigating and rendering decisions with respect to complaints regarding alleged violations of the law, and reviewing disclosure statements and lobbying registrations. The County Attorney serves as counsel to the Commission and drafts its opinions. Among the tasks of the reconstituted Ethics Commission will be the creation and adoption of rules and regulations to carry out the Code of Ethics.

Under the new law, this citizen-comprised board has been enlarged from three to five members. No more than three members of the Commission may be affiliated with the same political party. All positions are currently vacant and available for appointment, though current members are welcome to apply. Initial appointments shall be staggered as follows: two for one year terms, two for two year terms, and the fifth for a three year term. Thereafter, all appointments shall be for three year terms. Meetings are customarily held during the day at the Caroline County Courthouse in Denton.

Eligible candidates must be residents of Caroline County. Candidates must also have an impeccable personal and professional reputation, and possess the ability to be judicious and impartial. Other desirable qualifications include a history of civic engagement and leadership and the flexibility to meet on short notice. Candidates may be subject to a criminal background check. If appointed, members may be required to attend annual training workshops. Costs associated with such workshops would be paid by the County.

Commissioners Publish Letter on Constant Yield Tax Rate

The Caroline County Commissioners have published an open letter on the subject of the Constant Yield Tax Rate for Real Estate and the advertisement required for this by the state, plus related information about county taxes.

It provides a plain-English explanation of the Constant Yield Tax Rate issue, how it is calculated, and how the county has not increased the tax rate.

Plan for Increase in Number of County Commissioners Presented

At the Tuesday May 13th meeting of the County Commissioners, Victor K. Tervala of Funk & Bolton presented a report which examines the reasons for and against expanding the county's governing body. It also discusses and makes recommendations on related issues such as the question of whether commissioners should be elected at-large, by district, or by some other manner; whether staggered terms of office should be employed; and whether a formalized process for electing the president of the board should be implemented.

FY 2007 Comprehensive Annual Financial Report

The Comprehensive Annual Financial Report of Caroline County, Maryland, for the Fiscal Year ended June 30, 2007, was submitted as mandated by state and local law. These laws require that Caroline County annually issue a report of its financial position and activity, and that this report be audited by an independent firm of licensed certified public accountants selected by the County Commissioners.

Caroline County Government’s financial statements have been audited by Murphy & Murphy CPA, LLC, Independent Certified Public Accountants. The goal of the independent audit is to provide reasonable assurance that the financial statements of Caroline County Government for the fiscal year ended June 30, 2007 are free of material misstatement.

Caroline County Housing Improvement Program (CHIP)

This is a program to provide rehabilitation for owner occupied homes in Caroline County. Homeowners must have lived there a year, have a clear deed and qualify as low income according to the HUD guidelines. There is a lien on the house for 5 years. This is forgiven at 20% a year. Assistance is provided regarding other programs as the need may arise. This includes the Accessible Homes for Seniors (over 55) which provides improvements for handicapped accessibility.

Information about Midshore Regional Solid Waste Facility

The Midshore Regional Solid Waste Facility in Easton, MD takes care of the waste disposal needs for Caroline, Kent, Queen Anne's and Talbot County. As of 2011, operations will move to a site in Caroline County.

Midshore II will be located at the Holly Road / River Road site and is currently in the planning stages. This landfill is scheduled to open for full operations not later than January 1, 2011.

Presentation on Tax Assessments

At the Commissioners meeting of Tuesday February 27th 2007, Dana Jarrell, Supervisor of the Caroline County Office of the Maryland Department of Assessments, gave a presentation which provided a great deal of information about how taxes were assessed for the county and state by the Maryland Department of Assessments and Taxation.

Choptank Marina Gains 'Clean Marina' Certification

Choptank Marina, operated by the Caroline County Department of Parks and Recreation, has been certified as a Maryland Clean Marina by the Maryland Department of Natural Resources.

To earn the Clean Marina designation, Choptank Marina, managed by George Jamar, voluntarily requested a site visit from DNR staff and undertook recommendations to improve operations and reduce risk of pollution.

Staff routinely provides customers with small petroleum absorbent pads during fueling to catch incidental drips. The marina also has a more thorough emergency response plan and staff training in place. They participate in an oyster restoration program and are replacing their light bulbs with energy efficient compact fluorescents.

In response to federal legislation, the Maryland Clean Marina Initiative began in 1998 with the goal to certify at least 25 percent of the marine facilities in Maryland as Clean Marinas or Partners.

Caroline Commissioners Support Annexation Reform

The County Commissioners of Caroline County strongly support SB536, a bill currently before the Maryland State Senate, entitled "Annexation Planning and Procedures Act of 2006", which will allow county governments and municipalities within their borders to work together in planning aspects of municipal land annexations. Commissioners Oppose Latest Denton Annexation

In a letter dated February 6, 2006, the County Commissioners of Caroline County expressed their opposition to new annexations by the Town of Denton, north of town along Route 313. The Caroline County Commissioners hold as a top priority the preservation of Caroline County as a "quintessential rural place on the Eastern Shore of Maryland". Our County is experiencing a significant rise in its population growth rate. From now until 2010 the County will experience, arguably, the most important five-year period since the jurisdiction was established in 1774. The Caroline County Strategic Planning Committee for Local Public Finance has issued its final report which sets out both opportunities and threats regarding provision of and payment for county and municipal public services, including education, public safety, health care, environmental protection, water supply and wastewater disposal.

ShoreCorps/PALS

ShoreCorps/PALS is an AmeriCorps program at Salisbury University which serves youth and adolescents at-risk on Maryland's Eastern Shore.
